with a desire and view to encourage honest competition and for
the protection of the agricultural community as well as of the
manufacture, prays your Honorable Body to create an office of
Inspector of artificial manures, whose duty it shall be to duly in-
spect and analyze all artificial manures offered for sale; at-
taching to each analysis the moneyed value of the constituents
contained in the article analyzed or inspected, and the value of
the preparation to the farmer. By the creation of an office of this
kind, a competent sworn inspector would stand as a disinterest-
ed party between buyer and seller, thereby protecting the farmer
from fraud and imposition, and securing to the manufacturer lull
value for his preparation.
Your memorialist would further venture, most respectfully, to
suggest that the contemplated arrangement might be made ad-
vantageous to all parties concerned, without any burden to the
Treasury of the State. Such inspection and analysis might be
made, and the cost thereof met by individuals concerned; leav-
ing, however, your Honorable Body to throw such guard around
the subject matter, by specification of such rates of inspection as
you in your wisdom may deem expedient.
And as in duty bound, your memorialist will ever pray, &c.
