The said bill was then read the first time,

And referred to the Committee on Claims.

Mr. Clark, from the special committee, reported favorably on a
bill entitled, a supplement to an act entitled, an act to incorporate
the Maryland and Delaware Rail Road Company;
Which was read the first time.                                   

The Secretary of the Senate delivered the following mes-
sage:                                                     

                    By the Senate,

                         January 9th, 1856.

Gentlemen of the House of Delegates:

We have received your message, proposing the appointment
of a joint committee to take into consideration the report of the
commissioners appointed under Article 3d, Section 17th, of the
Constitution, to revise, simplify and abridge the rules of practice,
pleadings, forms of conveyancing, and proceedings of the courts
of record in this State, and concurring therein, have appointed
Messrs. Schley, Semmes, and Berry on the part of this body.

By Order,                                        

                                      C. Harwood, Secretary.

On motion of Goldsborough,
The rules were suspended, and                     

Leave was granted to the Committee on Ways and Means to
bring in a bill to repeal the Stamp tax.

On motion of Mr. Dorsey,                               

The House adjourned.                                       

MONDAY, January 14th, 1856.

The House met. Present at the call of the roll the following
members:                                     

Messrs. Travers, Speaker; Harris, Griffith, Dorsey,
Neff, Waters, Stone, Rankin, Wright, Cullings, Heath, Clark,
