ces in force relating to said town, until the same are changed, alter-
ed or repealed, with the additional powers herein, and that from and
after the next election, the salary of the Mayor of said city shall
be three hundred dollars, and the salaries of each member of the
City Council shall be seventy-five dollars for each year they or
each of them may serve as such.

Sec. 4. And be it enacted, That the Mayor and Councilmen of
said City shall have power, and may in their discretion increase
the annual levy of taxes on the taxable property of said city for
purpose of thoroughly draining, and making water courses in
said city and for the other purposes for which taxes are now lev-
ied by law; provided the aggregate levy of taxes for any one
year for all purposes in said city, shall not exceed the sum of
one dollar on one hundred dollars of the assessed value of the
properly subject to taxation.

Sec. 5. And be it further enacted, That, for the purpose of pro-
curing a plentiful supply of pure and wholesome water, and of
erecting and establishing works therefor in said City, to promote
the health and prosperity of the inhabitants of said city, the
Mayor and Council shall have power, and they are hereby author-
ized in their discretion to issue the bonds of said City to an
amount not exceeding one hundred thousand dollars, redeemable
and payable at such times hereafter as the said Mayor and Coun-
cil may determine, and to bear interest not exceeding six per
centum per annum.

Sec. 6. And be it enacted, That, in addition to the power to
fine and imprison persons convicted of violating the ordinances of
said city, under the powers now invested in the said Mayor and
Council by law, the said Mayor and Council shall have power
to enact ordinances or laws to punish all persons for violating any
of the ordinances of said city, and who are unable and unwilling
to pay the fine or fines imposed on them by requiring all such
persons in lieu of such fine or imprisonment, to labor on the pub-
lic streets and public improvements in said city, and to pass and en-
force all necessary laws to secure and enforce the said punishment
by labor as aforesaid.

Sec. 7. And be it enacted, That this Act shall take effect
from the date of its passage.

gation.
