Mr. Carper from the Committee on Internal Improvements re-
ported as follows upon the bill entitled, an act to incorporate the
Baltimore and Green Spring Avenue Company. "The Commit-
tee on Internal Improvements to whom the within bill was re-
committed, again recommend that the bill be not passed;"

                                                                             

Which was adopted.

Mr. Kennedy from the Committee on Ways and Means, repott-
ed favorably on a bill entitled, an act requiring Joshua H. Hynes,
Samuel P. Storm and Pleasant Hunter, late sheriffs of Baltimore
county, to make statements to the Comptroller, of the amount of
said taxes due from them, and to pay the same into the Treasury
at such time and on such conditions as are herein provided.

Also on a bill entitled, an act to authorise the Santa Clara
Mining Association of Baltimore to appreciate the capital stock
of said Association according to the value of its property.

Also reported a bill entitled, an act regulating the licenses of
hawkers, pedlars and hucksters and for other purposes;

                                                                                                                

Which were read the first time.

And a bill entitled, an act further supplemental to the act of
December session 1827, chapter 111, entitled, an act to regulate
sales by public auction;                                                               

Which was read the first time,                                             

Mr. Carper from the Committee on Internal Improvements re-
ported unfavorably on a bill entitled, an act to incorporate the
Columbia and Port Deposite Railroad Company.

Mr. Rowles submitted the following                                 

REP0RT.                             

The undersigned minority of the committee on Internal Im-
provements, recommend the passage of the act to incorporate the
Columbia and Port Deposite Rail Road for the following reasons:

1st. Because we conceive it to be the true policy of the State
to place no obstacles in the way of the development of all its geo-
graphical divisions, regardless of conflicting local interests;
where trade and commerce are least trammeled, there we may
