"Sec. 4. Be it enacted, That in the counties where school
Commissioners now exist by the appointment of the Orphans'
Court, or by act of Assembly, the Orphans' Courts or County
Commissioners shall continue to appoint and fill vacancies in the
Board of School Commissioners, in their several counties: provi-
ded that there shall be at least one School Commissioner in each
election district; and provided the Orphans' Courts shall appoint
said Board of School Commissioners once in every two years."

Which was determined in the negative.                           

The bill as amended was read the second time.               

Mr. Heath moved that the rules be suspended in order to give
a third reading to said bill;
