484          JOURNAL OF PROCEEDINGS.            [Feb. 27,

in the 9th line of section 1st, article 6th, and insert "the books
and stationary shall be furnished to each pupil by the several
boards of school commissioners without charge; and the system
shall be uniform throughout the State;"

Which was adopted,                                                 

Mr. Heath moved to strike out "county superintendents" in
the 3rd line, section 3rd, article 7th, and insert "President of the
board of school commissioners;
Which was adopted.             

Mr. Abbot moved to strike but after the word "counties" in
the 5th line of section 1st, article 8th, the 5th, 6th and 7th lines,
as far us the word "collected" in the 7th line, and insert "shall
be estimated and determined by the board of school commission-
ers of Baltimore city, and the several counties, and the Mayor
and City Council of the city of Baltimore and the county com-
missioners of the several counties, are hereby authorised and re-
quired to levy such sum so estimated, upon the assessable pro-
perty of Baltimore city and the several counties to be collected as
the city and county taxes are now, or shall hereafter be collected;

Which was adopted.

Mr. Rankin moved to amend by inserting in the last line of
section 1st, article 8th between the words "cents" and "on," the
words "nor more than twelve cents;"

Mr. Stone moved to strike out all after the words "and," in the
8th line of section 1st, article 8th;

Which was adopted;                                                           

Mr. Wickes moved a reconsideration of the vote just taken;
Which was determined in the affirmative.

The question recurring on the motion to strike out all after the
word "and," in the 8th line of section 1st, article 8th;

It was determined in the negative.                                       

The question recurring on the motion to insert "nor more than
twelve cents;"

It was determined in the negative.                         

Mr. Reichard moved to strike out the word "eight," in the
10th line, of section 1st, article 8th, and insert the word "six;"

Which was determined in the affirmative.                           

Mr. Stone moved the following as an additional section to the
8th article:
