1856.] OF THE HOUSE OF DELEGATES.

On motion of Mr. Daniel,
The second reading of article 3rd was reconsidered;

Mr. Daniel moved to strike out article 3rd ;

Which was determined in the affirmative.
                                                            

Mr. Hall moved to strike out the words "county superinten-
dent" in the first line of section 1st, article 5th, and insert "Pres-
ident of the board of Public Schools of the several counties, and
the city of Baltimore;"

Which was determined in the affirmative.

Mr. Hall moved to strike out the words "together with the
county and," and insert "and the;"

Which was determined in the affirmative.

Mr. Kildow moved to strike out in the 4th line, section 1st,
article 6th, the words, "free of charge to each and every scholar,"
and insert, "to each pupil at the rate of one dollar per quarter in
advance, unless the parent or guardian of such pupil shall be un-
able to pay the aforesaid price of one dollar per quarter, then and
in that case the commissioners shall admit such pupil free of
charge; and the ability or inability to pay shall be determined by
the commissioners;

Which was determined in the affirmative.                 

Pending the further consideration of the bill,

Mr. Daniel moved that the said bill be made the special order
of the day for to-morrow.

Mr. Merrick moved that when the House adjourns, it adjourn
until to-morrow morning at 10 o'clock;

Which was determined in the affirmative.

The Secretary of the Senate delivered the following mes-
sage:                                              

By the Senate,                   

                                         February 26th, 1856.

Gentlemen of the House of Delegates:

We respectfully ask your honorable body to return the bill en-
titled, an act to compensate James S. Franklin for the trial, of
certain cases in the court of appeals by the appointment of the
Governor.
