464 JOURNAL OF PROCEEDINGS [Feb. 26,

"Sec. 1. Be it enacted, That the president of the board of
commissioners of public schools of the several counties and the
city of Baltimore, shall report annually to the State superinten-
dent, on or before the first day of October, of each year;"

Which was adopted.

Mr. Rankin moved to strike out the second section of article
3rd;                                   

The question being taken, it was determined in the affirma-
tive.                                                                                             

Mr. Hall moved to strike out, in 10th line section 1st, article
4th, the words "with the advice and consent of the county su-
perintendent," and insert "unless they;"

The question being taken,              

                                     

It was determined in the affirmative.

Mr. Rankin moved the following as a substitute for section 1st,
article 4th:

"Sec. 1. Be it enacted by the General Assembly of Maryland,

That the grades of the public schools throughout the State shall
be primary and grammar schools;"                      

On motion of Mr. Kildow,                      

The previous question was demanded;

                           

The question being,                                               

"Shall the main question be now put?''                       

It was determined in the affirmative.

The question being on the substitute offered by Mr. Rankin,
It was determined in the negative.                  

On motion of Mr. Daniel,                          

The second reading of section 11th, article 2d, was reconsi-

dered;                                         

Mr. Daniel moved to strike out all after the word "enacted,"
in the first line of section 11, article 2nd, down to the words "the
number," in the 4th line of said section, and insert "that the
president of the board of commissioners of public schools of the
several counties and the city of Baltimore, shall report annually
to the State superintendent, on or before the 1st day of October
of each year;

Which was determined in the affirmative.
