that Capt. Jacob Hugg is detained from his seat by indisposi-
tion.                                                                                     

On motion of Mr. Roberts,         

Ordered, That it be entered upon the Journal, that Mr. Clark's

absence is occasioned by sickness in his family.

                                           

On motion of Mr. Silver,             

The rules were suspended, and                                    

Leave was granted to Messrs. Silver, Hall and Stubbs to in-
troduce a bill to exempt Mutual Fire Insurance companies in this
State, from taxation.

On motion of Mr. Rankin,                                                   

The rules were suspended, and,

Leave was granted to Messrs. Rankin, Lester, Silver, Jer-
sey and Harris, to introduce a bill to repeal an act passed at
January session, 1853, chapter 353, entitled an act to repeal the
seventh section of the act passed December session, 1841, chap-
ter 282, entitled an act to authorise the licensing of stock bro-
kers, exchange brokers and bill brokers, and to regulate contracts
for the purchasing and sale of loans and stocks, and to re-enact
the seventh section of the act of 1841, chapter 282.

On motion of Mr. Partridge,

The bill relating to the issuing of marriage licenses, was re-
considered to its second reading, and                                     

On motion of Mr. Carper,

The said bill was made the order of the day, for Wednesday,
the 27th instant.

The Speaker laid before the House a communication from the
Executive, covering a statement of the State Wharfinger, relating
to the accumulation of sediment at Pratt street wharf, &c;

Which was read and referred to the committee on Ways and
Means.
On motion of Mr. Harris,                   

The rules were suspended, to enable him to report a bill enti-
tled an act relating to stays of execution on judgments in the
courts of this State;                               

Which was read the first time.                                        

Also, a bill entitled an act to authorise the County Commis-
sioners of St. Mary's county to levy a sum of money upon the
