On motion of Mr. Toadvine,

Leave was granted the Committee on Colored Population to
introduce a bill to make valid a deed of manumission from a cer-
tain Henry Johnson, late of Somerset county, deceased, to his

slaves, Dennis, Jane and Charlotte.

On motion of Mr. Stewart,

Leave was granted the Howard and Anne Arundel delegations
to introduce a bill to repeal an act passed at April session, 1852,
chapter 73, entitled an act to regulate the meeting of the Or-
phans' Court of Howard county and the compensation of the

Judges thereof.

On motion of Mr. Davis,

The rules were suspended to enable him to present the petition
of E. W. Moberly and 46 other citizens of Frederick county,
protesting against a law for taxing dogs;

Which was referred to the Frederick delegation.             

On motion of Mr. Rankin,

Leave was granted the Harford and Baltimore county delega-
tions to introduce a bill to provide for the erection of a bridge
over the Little Gunpowder Falls:

Mr. Goldsborough, from the Committtee on Ways and Means,
reported unfavorably on a bill entitled, an act to regulate and re-
strict the granting of licensed to retail intoxicating liquors in this

State;

On motion of Mr. Lester,                

The said bill was postponed to Tuesday, the 26th inst.

Mr. Partridge, from the Committee on Judiciary, reported
a bill entitled, an act to provide for and regulate the registra-
tion of births, deaths and marriages in this State;

Also, a bill entitled, an act to authorise the Orphans' Courts
of this State to order the sale or location, transfer or assignment
of land warrants issued to minor heirs of deceased soldiers;

And a bill entitled, an act to repeal so much of the act pas-
sed at December session, 1844, chapter 5, as allows the con-
tinuance of causes by consent, so far as relates to Baltimore
city;

Also unfavorably on a bill entitled, an act for the protection of
manufacturers of and dealers in furniture in the city of Balti-

more;
