Resolved by the House of Delegates of Maryland, That, we
regret the election, as Speaker of the House of Representatives
of the United States, of Mr. Banks, the recognised advocate of
the extreme and factious opinions of the North, and whose sen-
timents and views are dangerous to the integrity of the Union,
and the preservation of its peace and harmony.
Resolved, That we most deeply deplore, that one of the Re-
presentatives of a portion of the people of this State, should in
such an emergency as the late election of Speaker of the House
of Representatives of the United States, has failed in his high
duty to his constituents, and given to our sister States of the
South, reasonable ground to apprehend that the people of the
city of Baltimore are not with them in sentiment and opinion
upon the great issues now before the country,
Resolved, That representing directly the people of Maryland
we give our sister states of the South the assurance that Mary-
land will never falter in her attachment to Southern institutions,
or in her maintenance of Southern rights.
Resolved, That regarding the sovereignty of the States, as the
great safeguard and protection of our cherished institutions, we
will ever indignantly repel the aggressions of Northern fanaticism,
and condemn any action of our representatives that directly of
indirectly gives countenance and support to the Abolitionists in
their war upon the institutions of the South and the integrity of
the Union.
On motion of Mr. Silver,
The rules of the House were suspended to enable him to pre-
sent a petition from Henry Barnes, Jno. A. Hopper, William B.
Morgan, for the protection of women in convents;
Which was referred, to Messrs. Fiery, Kennedy, Bowie, Par-
tridge and Clark.
Mr. Carper from the Committee on Internal Improvements re-
ported unfavorably on a bill entitled, an act to incorporate the Bal-
timore and Green Spring Avenue Company.
Mr. Silver from the Committee on Corporations reported favor-
ably on a bill entitled, an act to amend an act entitled, an act to
incorporate the Fremont Savings Institution of Baltimore by al-
lowing said Institution the privilege embraced under the act en-
titled, an act to continue the corporate existence of the several
Banking Institutions therein mentioned, passed January session
1853, chapter 441.
Also on a bill entitled, an act to incorporate the stockholders
of the Anne Arundel county Academy.
