Mr. Goldsborough offered the following amendment:                 

After the word "pro tem" 3rd line, 1st section insert "in case
of his sickness, or unavoidable temporary absence;"                   

Amendment assented to.

The rules were suspended to enable him to present a petition
of Samuel Emmort and 127 other citizens of Washington coun-
ty praying for a law authorising the Commissioners of said coun-
ty to levy an additional tax of five cents on the one, hundred
dollars for the support of the common schools of Washington
county;

Which was referred to the Committee on Education.
On motion of Mr. Merrick,

The rules were suspended to enable him to submit the follow-
ing order:

Ordered, That the Committee on Ways and Means inquire in-
to the expediency and policy of raising a revenue for the State
by the granting of licenses to take oysters in the navigable wa-
ters of the State, and to report to this House the amount of rev-
enue which in their judgment and according to the information
