moneys expended by him in the execution of the laws for the
protection of oysters of this State;

A bill entitled, an act to refund a sum of money paid erroneously
into the Treasury by Isaac Skinner:

A bill entitled, an act to extend the charter of the Baltimore
Steam Packet Company passed at December session 1839, chap-
ter 328, for the period of twenty years;
Was read the second time.
A bill entitled, an act amendatory of the act to incorporate the
Bank of Commerce, passed January session 1854 chapter 935,
and to increase the capital stock of said Bank to one million of
dollars.
Mr. Harris proposed the following amendments:
Strike out in 2d line in 2nd section "in a way" and in-
sert "provided said increase of capital shall be made only by the
paying in of specie or the notes of specie paying banks;"
Add to 6th section "But the directors or other officers of said
Bank of Commerce shall adopt no by-law, rule or regulation re-
quiring on note or paper offered for discount of said bank the
name of a resident of Baltimore city as such, before said note or
paper shall be discounted: it being the intention hereof to declare
that such note or paper so offered for discount shall be considered
by the said directors and officers without any regard to the place
of residence, (be it town or country,) of the drawers or endorsers
thereof, but only with regard to such drawers or endorsers; title
to credit and said banks ability to discount the same;"
