Mr. Davis presented a petition of M. Keeffer, and 115 other
citizens of Frederick county, praying for the repeal of the law,
known as the stamp act.

Which was referred to the Committee on Ways and Means.

Mr. Kennedy from the Committee on Ways and Means report-
ed favorably on a bill entitled an act relating to fines, forfei-
tures and penalties, &c.;

Was read the first time.                                               

Mr. Sudler from the Committee on colored population reported
favorably on a bill entitled an act to amend and explain an Act re-
lating to free negroes in Kent, Cecil, and Queen Anne's counties
passed at December Session 1849, chapter 538;

Was read the first time.

Mr. Merrick from the Select Committee reported favorably on
a bill entitled, an act to authorise the County Commissioners of
Charles county, to levy a sum of money for the repairs of the
courthouse of said county;               

Was read the first time.

Also on a bill entitled, an act to authorise the county commis-

sioners of Charles county to sell and dispose of certain ware-
house property in said county;

Was read the first time.

Mr. Sudler from the Select Committee reported favorably on a
bill entitled, an act to repeal an act passed at January Session,
1854, chapter 262 entitled an act imposing a tax on dogs to pro-
tect the raising of sheep in Kent county;

Was read the first time.                         

Also a bill entitled an act to authorise the Orphans' Court of Kent,
county, and Justices of Peace, binding out negro children to reg-
ulate freedom dues to the apprentices and secure a compensation to

the parents or other persons for raising such children;

Was read the first time.

Also a bill entitled, an act to authorise the County Commissioners
of Kent county to make, establish, alter, and clear public land-
ing places of said county;

Was read the first time.                                                 

Also a bill entitled, an act to rehear and re-examine the question
of damages on the road to Mrs. Ann Brown's landing;

Was read the first time.
