to bring in a bill, to permit Arnold Pitts, free negro, to return to
the State of Maryland.                 

On motion of Mr. Kennedy,                                     

Ordered, That leave be granted to the Baltimore City Delega-
tion, to bring in a bill to amend the charter of the Ocean Mutual
Insurance Company of Baltimore.

Which was read and adopted.                    

On motion of Mr. Goldsborough,

Leave was granted to the Queen Anne county Delegation, to
bring in a bill in favor of the Commissioners of the Tax, of Queen
Anne's county.

On motion of Mr. Daniel,                                                       

Leave was granted to the Somerset county Delegation, to in-
troduce a bill to change the name of Mary Emeline Rider, of
Somerset county, to Mary Wallace Rider.
Mr. Jarrett offered the following order :

Ordered, That no bill shall be referred to a Standing Com-

mittee after having passed a second reading;

Which was read and rejected.

                                                                                           

On motion of Mr. Scott,

Leave was granted to the Committee on Elections to bring in

a bill to change the time of the election of certain election district
officers.

On motion of Mr. Scott,         

Leave was granted to Messrs. Scott, Kennedy, Carper, Du-
vall and Abbott, to bring in a bill to repeal the taxes on mort-
gages, bonds and other evidences of debt.

On motion of Mr. Toad vine,

Leave was granted to the Committee on Corporations to report
a bill to incorporate a savings bank for Somerset and Worcester
counties, to be located in Salisbury in Somerset county.

On motion of Mr. Stone,

Leave was granted to Messrs. Stone, Merrick and Plowden, to
report a bill to amend an act entitled, an act to amend and
modify the present primary school system of Charles county.

Mr. Stone presented the memorial of the commissioners of the
tax of Charles county, to correct certain taxes therein men-
tioned,

Which was referred to Messrs. Stone, Merrick and Plowden.
Mr. Lester offered the following order:

Ordered, That all bills of a general character reported to this.
House by a committee shall be printed in bill form,
