1916] OF THE SENATE. 923

Maryland are hereby requested to extend the invitation to the
members of the Senate and the House of Representatives to
meet the representatives of every city and State in the United
States attending the great convention that will be held in Bal-
timore city during the week beginning July 9, to meet the
Governor and mayors of all the cities in Maryland, in order
to make effective a national request that will inspire the lofti-
est motives in the breasts of our countrymen.

[Which was read the first time and referred to the Commit-
tee on Federal Relations. ]

UNFINISHED BUSINESS.

The President laid before the Senate the Unfinished Busi-
ness, being the Judicial Proceedings Committee's unfavorable
report on

HOUSE BILL No. 50, BY MR. FISHER.
SUBJECT: MINE LAW OF GARRETT AND ALLE-
GANY COUNTIES.

Mr. Zihlman moved to substitute the Bill for the unfavor-
able report. Which motion prevailed by yeas and nays as
follows:

COUNTIES.

Mr. Zihlman moved that the Bill be substituted for the
unfavorable report. Which motion prevailed and Bill was
substituted for the unfavorable report. [Which was read the
