INTRODUCTION OF RESOLUTIONS.
The President introduced the following Senate Joint Reso-
lution No. —, requesting the United States Senators and Rep-
resentatives in Congress from the State of Maryland to invite
the members of the United States Senate and the Representa-
tives of the United States in Congress to visit the City of Bal-
timore on the afternoon of Monday, July 9, 1916, to participate
in patriotic services by the Grand Lodge of the Benevolent and
Protective Order of Elks of the United States of America on
the historic slope of Fort McHenry, a United States reserva-
tion leased to the State of Maryland, to urge upon the people
of the United States of America the adoption of the Bill now
before Congress proposing to make "The Star-Spangled Ban-
ner" the national anthem:
WHEREAS, The President of the United States, the Vice-
President and the members of the Cabinet will be invited to
join with the Governor of Maryland, the Mayor of Baltimore
city and the mayors of all other cities in the State of Mary-
land, in this invitation to meet the representatives of the whole
people on this historic spot; and
WHEREAS, Because of the disturbed conditions in many of
the civilized governments of the world and the unrest and
trouble prevailing in our sister republic of Mexico to the south,
we believe it would be an opportune time to send a message
to the whole people of the Union, calling attention to the im-
mortal words of Francis Scott Key; therefore, be it
