689 of the Acts of the General Assembly of Maryland for the
year 1892, being "An Act to incorporate the town of Preston
in Caroline county, " and all amendments and additions there-
to, except as hereinafter retained and preserved, and to re-
enact the same, with amendments, ' by adding a new section
thereto, to be known as Section 15-A. " [Endorsed: "Read the

Burgess and Commissioners of Williamsport, in Washington
county, in the State of Maryland, to purchase from Potomac

estate within the corporate limits of the town of Williams-
port, and to levy taxes for the payment of the purchase money
