the State Road Fund distributed or which may hereafter be
distributed to said county to be used therein for State road
purposes under the Acts of the General Assembly of Mary-
land; and to provide for bringing suit against said State
Roads Commission for the recovery of the balance of the actual
cost of construction of said road, remaining unpaid, notwith-
standing the lapse of more than three years; provided that
if the said State Roads Commission should fail to adjust the
claim of the said David E. Walsh by October 1, A. D. 1916. "

authorize the Board of Public Works to sell the State- in-
terest in and to a rectangular lot of ground, containing about
one-sixth of an acre, situate, lying and being in St. Mary's
county, Maryland, being the small lot of ground lying between
the bed of the old public road (now abandoned) and the State
road as now laid out and running through the grounds of St.
Mary's Female Seminary. " [Which was read the first time

By Mr, Zihlman: Senate Bill No. 672, entitled "An Act to
repeal and re-enact, with amendments, Section 4 of Chapter
528 of the Acts of 1914, entitled 'An Act to encourage the de-
velopment of manufacturing industries in the State of Mary-
land by providing for exemption from taxation of the tools,
machinery, manufacturing implements and engines of corpo-
rations, firms and individuals actually engaged in manufac-
turing, provided that such exemption shall be granted only
when requested by the County Commissioners of any county
or by the Mayor and City Council of Baltimore, ' by amending
Sections 4, 162 and 164 of Article 81 of the Code of Public
General Laws of Maryland, as codified in the Annotated Code
of 1912; the amendment to Section 4 is intended to exempt
buildings, equipments and furniture and ground appurtenant
thereto and necessary to the uses thereof, when the same are
used for charitable or benevolent purposes. " [Which was read
