A number of Bills have been prepared by the Administra-
tion, these Bills producing large additional revenue, which,
at the present time, is much needed.

Several Bills have been prepared and introduced by the
Speaker of the House of Delegates, after conference with the
Executive, looking to the same end. A Bill was prepared and
introduced abolishing tax discounts, in accordance with the
party platform.

I would also say that the Bill providing for a reduction
in the number of State Roads Commissioners to three mem-
bers, was forwarded by the Goodnow Commission. Their
Bill provided for a chairman at a salary of $5, 000 and two
assistants at salaries of $500 each. We had a Bill prepared
reducing the number to three and providing for a chairman
at $2, 500 per annum, and two assistants at $500 each. The
only difference between the Goodnow Commission's Bill and
our Bill was the reduction in the salary of the chairman from
$5, 000 to $2, 500. In our opinion, if the Republican Adminis-
tration would get a good chairman for $2, 500, I saw, no
reason why the Democratic Administration should not get
equally as good a man for the same figure, and I think it no
time for any increases in salaries.

The Legislature, acting within its rights, has amended this
Bill by increasing the salaries of the assistants to f 2, 000 each.
This Bill, if enacted, will show a saving of $6, 000 in the ex-
penses of the Commission.

The Goodnow Commission recommended the passage of per
capita system of appropriations to charitable and benevolent
institutions, and Bills of the "State Aid and Charities have been
introduced and we heartily recommend their passage.

As to Senate Bill No, 158, known as the "Conservation
'Bill, " the Goodnow Commission made no recommendation as to
this matter, saying in its report that they had not the time
to give the same the proper consideration. This Bill was
promised in the Democratic platform, and we had a Bill
drawn and introduced prior to any report of the Goodnow
Commission.

Senate Bill No. 398, providing for a Uniform System of
Accounting and a Uniform Fiscal Year was promised in the
party platform, and prior to the receipt of the report of the
Goodnow Commission, the Bill was drawn, at our request, by
the Attorney-General.

Senate Bill No. 183, creating a State Board of Prison Con-
trol was drawn at our request by the Attorney-General and
