introduced. I do not think the Goodnow Commission made
any recommendation with reference to this matter.

Senate Bill No. 395, known as the "Vagrancy Bill, " was
made necessary by the Prison Control Bill.

As to the Bill creating a State Board of Agriculture, and the
State College of Agriculture, as well as the consolidation of
the State Tobacco Inspector and other departments under
the Agricultural Board, the Goodnow Commission stated they
had not time to consider the matter. They recommended that
the State Board of Forestry and the Immigration Bureau be
not included under the Board of Agriculture. I agreed with
the Commission in their recommendation as to the State
Board of Forestry and the Immigration Bureau, and have had
a Bill prepared and introduced abolishing the Bureau of
Immigration, which will show a considerable saving to the
State.

The Educational Survey Bill was not considered by the
Goodnow Commission, but is receiving our hearty support.

The Bill abolishing the envelope system of voting was pre-
pared by the Attorney-General, at our request, and introduced
early in the session. This measure was promised by the Demo-
cratic Party's platform., Likewise another Bill providing for
a day for registration before the Primaries was promised in
the platform and has been introduced. A Bill regulating the
expenses of Primary and General Elections was pledged in
the platform of the Democratic Party, and has been prepared
and introduced in the Legislature.

The Goodnow Commission recommended that a Bill should
be passed giving the Comptroller the authority to instruct the
State Auditor to make examinations of the vouchers and ac-
counts of any office and report in full to him. A Bill carrying
out this recommendation had already been introduced in the
Legislature and is now pending.

The Goodnow Commission did not recommend any plan
of consolidation of the State Law Departments, stating that
they did not have time to give the matter proper considera-
tion, but the Attorney-General, at our request, drew a Bill
which shows a saving to the State and city of some $8, 000
per annum. This Bill consolidates all law departments of the
State, and in addition thereto the Supervisors of Elections and
the Police Department of Baltimore city, with the exception of
the Public Service Commission. The Bill has been before
the Legislature for sometime and ought to be passed.

I differ with the Goodnow Commission only on practically
two points. The Goodnow Commission recommend the plac-
