74 JOURNAL OF PROCEEDINGS [Jan. 20
The buildings are fine and stately, beautifully located on
the banks of the St. Mary's River, upon the, very spot where
the first settlement was made and civil and religious liberty
had its birth.
That sacred spot should be a pride to every Marylander,
and the work carried on there should earnestly appeal to
your Honorable Body.
Every county in the State and each legislative district of
Baltimore city has a free scholarship, which carries with it
board and tuition in every department and laundry. No
other institution in the State offers such advantages.
We therefore most earnestly appeal to your Honorable
Body to keep in mind the purpose for which this excellent
school was established, by perpetuating it as a monument,
according to the original Act, and thus for all time separating
it from other aided institutions by acknowledging it to be
(as the Act of 1839 states) an endowed monument to Leonard
Calvert and his followers.
Respectfully yours,
A. E. T. LIBBURN, Regent,
