The President laid before the Senate the Unfinished Busi-
ness, being the nomination of candidates for the office of
Treasurer of the State of Maryland.

Whereupon Mr. Zihlman moved that the nominations be
closed. Mr. Cooper seconded the nomination. [Which motion
prevailed. ]

Mr. Frick submitted the following message:

BY THE SENATE,

January 20, 1916.
Gentlemen of the House of Delegates:

We propose, with the concurrence of your Honorable Body,
to proceed with the election of Treasurer of the State of Mary-
land on Thursday, January 20, 1916, at 2. 15 o'clock P. M.
We have named on the part of the Senate of Maryland, Hon.
Murray Vandiver, Henry A. Osborne, Jr., and Robert F. Duer,
and have appointed as tellers on the part of the Senate of
Maryland, Messrs. Cooper and Zihlman, and in connection with
the tellers appointed by your Honorable Body, who are to
receive the votes of the Senate and count the same. We pro-
pose that the election of the Treasurer of Maryland shall be by
joint ballot, in accordance with Article 6, Section 1, of the
Constitution of the State of Maryland, and that the pro-
cedure be as follows:

Each member, in his respective Chamber, as his name is
called by the Reading Clerk thereof, will advance and hand his
ballot to one of the tellers, who shall exhibit it to the other,
who shall announce the same and the Clerk will make a record
thereof. After the ballots shall have been cast, they shall be
counted by the tellers and the result compared with the re-
sult ascertained by the Clerk. The tellers appointed by the
Senate and by the House of Delegates, respectively, after the
vote has been cast, shall meet together, canvass all the returns
and immediately report the same to their respective Bodies.
