"On page 9 of the printed Bill, strike out all of Section 18
and insert in lien thereof the following;
'Section 18. And be it further enacted, That this charter
shall not become effective unless it shall be submitted to the
qualified voters living within the prescribed limits of said
town of Brentwood, as set forth in Section 2 of this Act, and
accepted by a majority of said voters and the majority of
said voters at an election held for this purpose on the twelfth
day of June, 1916. If said charter is rejected at this elec-
tion, it shall be again submitted to said voters, as provided
for, on the second Tuesday in June, 1917, for adoption or re-
jection. Provided further, that said election or elections shall
be held on said date or dates at such polling place as shall
be provided, in accordance with Section 20 of this Act, be-
tween the hours of 4 and 7 P. M., and the manner of sub-
mission shall be that on the ballots at this election or elec-
tions shall be printed the words "For Incorporation, " with a
blank square opposite at the right, and the words "Against
Incorporation, " with a blank square opposite at the right,
and all voters desiring to vote for the provisions of the pre-
vious sections of this Act shall place a cross (X) mark in
the square opposite the words "For Incorporation, " and all
voters desiring to vote against the provisions of the previous
sections of this Act shall put a cross (X) mark opposite the
words "Against Incorporation. " If at such election a greater
number of persons shall vote "For Incorporation" than shall
vote "Against. Incorporation" then the provisions of the fore-
going sections shall become operative. '" [Which was read

"In line 16, Section 19, on page 10 of the printed Bill, after
the word 'qualified, ' add the following: 'It shall be the duty
of the said Oscar M. Link, Harry B. Chase and George B.
Cassell, or their successor or successors in office, to determine
the qualifications and right of each voter to participate in the
special elections provided for in Section 18 of this Act by
asking each voter, as he presents himself to cast his ballot,
these questions: "Have you been a resident of the town of
Brentwood, as set forth in Section 2 of this Act, for the past
six; months"; and, second, "Are you a legal voter in the elec-
tions held under the laws of the State of Maryland. " If
said applicant answers both questions in the affirmative, then
it shall be the duty of the said Oscar M. Link, Harry B.
Chase and George B. Cassell, their successor or successors, to
allow said party to cast his ballot, and if either question is
answered in the negative, then the party so answering in
