lie highways of this State, other than motor vehicles operat-
ing upon fixed schedules, the registration fees of which are
fixed by other specific provisions of law, and provided that
said charge shall be in lieu of all other taxes, fees or charges
of every kind upon said motor vehicles or upon the receipts of
those operating the same, except the taxes imposed upon the
same as personal property. ' " [Which was read and adopted. ]

Amendment proposed by Mr. Warfield: "After the word
'sub-title' and period on line 68, page 5 of the printed Bill,.
strike out period and insert a comma and add the words 'who
'shall charge for each oath administered the sum of twenty-
five cents, and all fees received from such source to be paid by
said Commissioner of Motor Vehicles into the treasury as are
other funds received by him. ' " [Which was read and adopted. ]

ported favorably

second time and ordered printed for a third reading. ]

Also favorably, with amendments,

SENATE BILL No. 254, BY MR. COOPER.

SUBJECT: BANKS.

Amendments proposed by Committee:

"In Section 53, at the end of line 8, after the word 'stock, '

insert the following: 'and in the case of a savings institution
having no capital stock by a vote of two-thirds of its members
or directors. ' "

"In Section 23, sub-section sixth, line 10, strike out the
following: 'such acceptances, however, at no time to exceed
50 per cent, of its capital or surplus to any one person, firm
or corporation' and insert in lieu thereof the following: 'the
total liabilities of any person, firm or corporation, under such
acceptances, shall be subject to the provisions and restrictions
as contained in Section 63 of this Article. '"

"In Section 45, sub-section ninth, line 4, strike out the fol-
lowing: 'such acceptances, however, at no time to exceed 50
