By Hon. A. Hunter Boyd:

Hon. Emerson C. Harrington, having been by the duly con-
stituted authorities declared elected and having taken and
subscribed to the oath of office prescribed by the Constitu-
tion, is now the Governor of Maryland, vested with all the
powers and authority conferred on him by the Constitution
and laws of this State.

At 12. 30 o'clock P. M. the Secretary of State appeared and
delivered a message from the Executive.

At 12. 35 o'clock P. M., on motion of Mr. Cooper, the Senate
went into Executive Session.

At 12. 40 o'clock P. M. the Senate resumed legislative busi-
ness.

At 12. 42 o'clock P. M., on motion of Mr. Cooper, the Senate
took a recess until 6 o'clock P. M,

At 6 o'clock P. M. the Senate resumed its session. Present
at roll call the following Senators:
