BY THE SENATE,

March 9, 1916.
Gentlemen of the House of Delegates:

The Senate having refused to concur in amendments pro-
posed by the House to Senate Bill entitled "An Act to pro-
pose an amending to Section 52 of Article 3, title 'Legislative
Department, ' of the Constitution of this State, regulating the
making of appropriations by the General Assembly of Mary-
land in regular session and to provide for the submission of
said amendment to the qualified voters of this State for adop-
tion or rejection, " we respectfully propose, with the concur-
rence of your Honorable Body, the appointment of a joint
committee on conference on the disagreeing votes of the two

Houses, and herewith return said Bill. We have named as
conferees on the part of the Senate, Messrs. Cooper, Shepherd
and Mudd.
