Mr. Collier moved to non-concur in the House amendments,
which motion prevailed.

SUBJECT: REGULATING THE MAKING OF APPRO-
PRIATIONS BY THE GENERAL ASSEMBLY OF MARY
LAND.

[Endorsed: "Read the third time and passed by yeas and
nays, as amended. "']

Amendments proposed by the House of Delegates:

"Line 8, sub-section B, page 1 of the printed Bill, after
the word 'first, ' strike out the remainder of line 8, all of lines
9, 10, 11 and 12, and down to the word 'two, ' in line 12-A,
and insert in lieu thereof the following: "as soon as practi-
cable after its convening (but not until after the inauguration
of any newly-elected Governor) the Governor shall submit to
the Legislature. '"

"Line 51, page 2 of the printed Bill, strike out all after
the word 'budgets, ' down to the word 'by, ' in line 52. "

Line 60, page 3 of the printed Bill, after the word 'Consti-
tution7 and before the word 'or, ' insert the following: 'or the
provision made by the laws of the State for the establishment
and maintenance of a system of public schools. '"

"Line 89, page 3 of the printed Bill, after the word 'tax'
and before the word 'to, ' strike out the words 'direct or in-
direct. '"

"Line 92, page 3 of the printed Bill, after the words Vote
of, ' strike out the words 'a majority' and insert in lieu thereof
the word 'three-fifths. ' "

"Line 95, page 4 of the printed Bill, after the word 'be' and
before the word 'to, ' strike out the word 'passed' and insert in
lieu thereof of the word 'presented. '"

"Line 3, Section 2, page 5 of the printed Bill, after the word
'ensuing' and before the word 'election, ' insert the word 'gen-
eral. '"

"Line 26, page 6 of the printed Bill, after the word 'a' and
before the word 'vote, ' strike out the word 'majority' and in-
sert in lieu thereof the word "three-fifths. '"

Mr. Cooper moved that the Senate non-concur in the House
amendments. [Which motion prevailed. ]
