Whereupon, upon motion of Mr. Zihlman, two-thirds of all
the Senators voting in the affirmative, the rules were again
suspended by yeas and nays as follows, and the Bill put
upon its third reading and final passage:

HOUSE BILLS—FIRST READING.

The President distributed the following message from the
House of Delegates, being House Bill No. 144, entitled "An
Act to repeal and re enact, with amendments, Section 33 of
Article 14 of the Code of Public Local Laws of Maryland of
1888, title 'Howard County, ' sub-title 'Birds and Game. '"
[Endorsed: "Read the third time and passed by yeas and
nays"] [Which was read the first time and referred to the
Committee on Fish and Game. ]

Also House Bill No. 52, entitled "An Act to add a new sec-
tion to Article 1 of the Code of Public Local Laws of Mary-
land,, entitled 'Allegany County, ' sub-title 'Mining and Mine
Inspector, ' and Article 12 of the Public Local Laws of Mary-
land, entitled 'Garrett County, ' sub-title 'Manufacturers and
Mines, ' as the same was enacted by Chapter 124 of the Acts of
1902, said section to be known and designated as Section 209
'oo, ' of Article 1, and Section 164 'nn, ' of Article 12 of the
Public Local Laws of Maryland, entitled 'Allegany County'
and 'Garrett County, ' respectively, the sub-title in said new
section where enacted, to be known as 'Smithing, ' and said
section to follow in said Act Section 209 'o, ' of Article 1, and
