cultural Extension and Farm Demonstration Service, for the
further development of the facilities for education, investiga-
tion and demonstration by the said college; also providing for
the funds necessary to make available like amounts appro-
priated by the United States Government for co-operative
demonstration work in Maryland through the United States
Department of Agriculture, by the terms of the United States
Smith-Lever Act, and for the maintenance of the Department,
of Farmers Institutes. " [Which was read the first time and
referred to the Committee on Finance. ']

By Mr. Warfield: Senate Bill No. 408, entitled "An Act to
repeal and re-enact, with amendments, Section 88-E of Arti-
cle 23 of Volume 3 of the Annotated Code of Maryland, title
'Corporations, 7 sub-title 'Taxation. '" [Which was read the
first time and referred to the Committee on Finance. ]

INTRODUCTION OF RESOLUTIONS.

By Mr. Zihlman: Senate Joint Resolution No. —: Resolved,
That a joint committee of five be appointed—two from the
Senate and three from the House—the members representing
the Senate to be members of the Finance Committee of the
Senate and the members representing the House to be mem-
bers of the Ways and Means Committee of the House; that
said committee shall investigate the various departments of
State government, including the Executive and Judicial De-
partments, and also all commissions appointed by the Gov-
ernor, and shall make recommendations as to whether or not
a reduction of expenses can be made in the various depart-
ments; that said committee shall recommend, at this Session,
such changes in existing laws as will reduce the cost of State
government and enable the two parties to carry out the
pledges of economy and efficiency made to the people of the
State during the past year. [Which was read the first time. ]
On motion of Mr. Zihlman, two-thirds of all the Senators
voting in the affirmative, the rules were suspended by yeas and
nays as follows, and the Bill put upon its second reading,
without reference to a committee:
