questing, authorizing and empowering the Board of Police

By Mr. Harrison: Senate Bill No. 405, entitled "An Act to
authorize the issue of certificates of indebtedness of the State
of Maryland for one million dollars ($1, 000, 000), appropriat-
ing the same for the use of the trustees of the Maryland State
College of Agriculture for the sole and only purpose of pro-
viding buildings and equipment for the said college, neces-
sary to enable the said college to broaden and enlarge its
facilities for education in both regular and special courses
in all phases of agriculture, animal husbandry, horticulture,
rural economics, domestic science, military science, rural en-
gineering, rural sanitation, farm mechanics, farm drainage and
also for the training of teachers in these subjects, and the
further development of the facilities for agricultural educa-
tion, investigation, demonstration and extension by the Mary-
land State College of Agriculture, as authorized by the Char-
ter of said college and as outlined and required by the several
Acts passed by the United States Congress providing for these
several lines of work, " [Which was read the first time and
