Mr. Legg submitted the folio wing message:

BY THE SENATE,

February 10, 1916.
Gentlemen of the House of Delegates:

We have received your message proposing to appoint a
Joint Special Committee of five members—two on the part of
the Senate and three on the part of the House—to confer with
the Governor, Comptroller and State Treasurer, and report
some method of increasing the State revenue in fulfillment of
the Democratic Platform Pledges, and we respectfully concur
therein.

We have appointed on the part of the Senate Messrs. Camp-
bell and Cooper.

Secretary.
