Elections. ]

By Mr. Holmead: Senate Bill No. 171, entitled "An Act to
appropriate a sum of money for the purchase of a lot of
ground in the City of Hyattsville, Maryland,. and the erection
thereon of an armory for the use of the organization of the
Maryland National Guard stationed at that place, and for the
equipment of the same, and to name a building commission
for the purpose of purchasing such a lot and providing for
the construction and equipment of an armory thereon. "
[Which was read the first time and referred to the Committee
on Finance. ]

By Mr. Archer: Senate Bill No. 172, entitled "An- Act to
repeal and re-enact, with amendments, Chapter 535 of the Acts
of 1908, entitled 'An Act to change the name and amend the
charter of the Havre de Grace and Perryville Bridge' Com-
pany of Harford County, ' a corporation formed tinder the
General Laws of the State of Maryland. " [Which was read
the first time and referred, to the Committee on Judicial Pro-
ceedings. ]

The Chief Clerk of the House of Delegates appeared and de-
livered the following message:

BY THE HOUSE OP DELEGATES,

February 10, 1916.
Gentlemen of the Senate:

We propose, with the concurrence of your Honorable Body,
to appoint a Joint Special Committee of five members—two on
the part of the Senate and three on the part of the House of
Delegates, of whom the speaker shall be one—to confer with
the Governor, the Comptroller and the Treasurer of the State,
and report to the House as soon as possible, some method of
increasing the State revenue so as to prevent future deficits,
in fulfillment of the Democratic Platform Pledges.

We have appointed on the part of the House of Delegates,
Messrs. McIntosh and Hall.
