HOUSE BILL No. 218, BY MR. HALL.
SUBJECT: CRIMES AND PUNISHMENTS—GAMING—
"RACETRACK BILL. "

Amendment proposed by Committee: "Strike out all after
the words 'A Bill entitled' and insert in lieu thereof the fol-
lowing: 'An Act to provide for the regulation and control of
horse racing within the State of Maryland; to create a State
Racing Commission and prescribe its powers and duties; to
limit and restrict betting on horse races; to provide for license
fees for the conduct of horse racing within the State; to re-
peal Sections 204, 205 and 206 of Article 27 of the Code of
Public General Laws of Maryland of 1904, title "Crimes and
Punishments, " sub-title "Gaming, " said section 206 having
been amended by Chapter 127 of the Acts of the General As:
sembly of Maryland of 1906; also to repeal Section 275 of
Article 2 of the Code of Public Local Laws of Maryland, title
"Anne Arundel County, " sub-title "Gaming, " as the same was
enacted by Chapter 290 of the Acts of the General Assembly
of Maryland of 1898; and also to repeal Chapter 77 of the Acts
of the General Assembly of Maryland of 1912, establishing
a Racing Commission for Baltimore county; and also to re-
peal Chapter 132 of the Acts of the General Assembly of
Maryland of 1912, establishing a Racing Commission for Har-
ford county.

'Section. 1. Be it enacted by the General Assembly of
Maryland, That any corporation or association formed for the
purpose of racing and breeding or improving the breed of
horses and conducting races and contests of speed shall have
the power and right, subject to the provisions of this Act, to
hold one or more running race meetings in each year, and to
hold, maintain and conduct running races at such meetings.
At such meetings, the corporation or owners of the horses
engaged in such races, or others who are not participants in
the racing, may contribute purses, prizes, premiums or stakes
to be contested for, but no person or persons other than the
owners of the horse or horses contesting in a race shall have
any pecuniary interest in a purse, prize, premium or stake
contested for in such a race, or be entitled to or receive any
portion thereof after such race shall have been finished, and
the whole of such prize, purse, premium or stake shall be
allotted in accordance with the terms and conditions of such
race. Such meetings shall not be held except during the
period extending from the first of April to the first of Decem-
