ber, inclusive, in each year. No running races are authorized
or shall be permitted except during the period aforesaid, nor
except between sunrise and sunset.
'Sec. 2. And be it further enacted, That a State Racing
Commission is hereby established, consisting of three persons
—one of whom shall belong to the principal minority party,
to be appointed by the Governor within twenty days after
this Act shall become a law. The members of said Commis-
sion shall hold their office for a term of four years, shall give
bond to the State of Maryland for the faithful performance -
of their duties in the sum of five thousand dollars each, and
shall serve .without compensation except their actual expenses,
not exceeding in the aggregate fifteen hundred dollars per
year, to be paid from the revenue created under this Act.
After the expiration of their term of office, their successors
shall be appointed by the Governor of the State by and with
the advice and consent of the Senate. Such Commission shall
appoint a secretary, who shall serve during its pleasure, whose
duty it shall be to keep a faithful record of its proceedings
and preserve at its general office all books, maps, records,
documents and papers intrusted to its care, and to perform
such other duties as the Commission may prescribe. He
shall be paid a salary, to be fixed by the Commission, at a
rate not to exceed fifteen hundred dollars per annum.
'Sec. 3. And be it further enacted. That every properly
organized corporation or association desiring to conduct rac-
ing in this State may, semi-anually or annually, apply to the
State Racing Commission for a license so to do. Such appli-
cation shall be filed with the secretary of the Commission on
or before the first days of March or September of the six-
months period during which such dates are applied for, and
shall specify the days on which such racing is desired to be
conducted or held, and said application shall be otherwise in
such form and supply such data and information as said Rac-
ing Commission shall, prescribe. Said Racing Commission
shall thereupon within fifteen days award all dates for rac-
ing in this State for the current six-months period, and the
decision of the Commission on the award of all such dates
shall be final. Provided, however, that nothing contained
herein shall be deemed to prevent the Commission meeting
from time to time subsequent to the dates above specified, and'
awarding days, provided such award in no way conflicts with
the further provisions of this Act. Each applicant desiring
to hold races on the day or days awarded by the Commission
shall first pay to the Commission a license fee of one thou-
