The Chief Clerk of the House of Delegates appeared and
delivered the following message:

BY THE HOUSE OF DELEGATES,

April 1, 1916.
Gentlemen of the Senate:

As the present Session of the General Assembly will termi-
nate by Constitutional limitation on Monday, April 3, 1916,
at midnight, we propose that a joint committee be appointed
to be composed of three members of the Senate and three
members of the House of Delegates, to wait upon the Gover-
nor for the purpose of communicating this fact and ascer-
taining whether he has any further communication to make.

We have appointed on the part of the House Messrs. Lut-
hardt, Brooke and Balderson.

Mr. Shepherd submitted, the following message:

BY THE SENATE,

April 1, 1916.
Gentlemen of the House of Delegates:

We respectfully acknowledge the receipt of your message
of this date, proposing that a joint committee to be composed
of three members of the Senate and three members of the
House of Delegates be appointed to wait upon the Governor
for the purpose of communicating to him that the present
legislative session will expire by Constitutional limitation
on Monday, April 3, 1916, at midnight, and to ascertain
whether he has any further communication to make.. We
