titled 'An Act to authorize the Mayor and Councilmen of
Rock Hall, in Kent county, State of Maryland, to issue bonds
to the extent of ten thousand dollars, for the purpose of con-
structing, operating and keeping in repair an electric light-
ing plant for the town of Rock Hall, with a proviso that said
issue of bonds for said purpose be first submitted to and ap-
proved by a vote of the qualified voters of said town of Rock
Hall, ' and to add thereto three additional sections to be known
as Sections 5-A, 5-B and 5-C. " [Endorsed: "Read the third

Also House Bill No. 786, entitled "An Act to authorize and
direct the State Roads Commission to pay the claim of Wil-
liam Sterling Evans and Standley Evans, partners trading
as Evans Brothers, who furnished materials for the State
road through Chesapeake City, Cecil county, Maryland, to a
certain Matthew J. Best, under the impression that they were
secured in the payment of the same by a bond which is re-
quired of road contractors by the State Roads Commission,
but which, in this instance, was not taken. " [Endorsed:
