wills, any clerk of court, any State's Attorney or any board of super-
visors of elections; supervisors of assessments in the several counties;
the deputy and assistant attorneys general and all other attorneys
employed in, or connected with, the State Law Department; the
general counsel and assistant general counsel of the Public Service
Commission; with the exception of the Commissioner of Motor
Vehicles,
members of boards and commissions and all other persons
holding positions by direct appointment from the Governor or from
the Board of Public Works; all secretaries, chief clerks, and chief
administrative officials of all State offices, boards, commissions, de-
partments, and institutions as determined by the Commissioner with
the approval of the Governor; employees of or assigned to the ex-
ecutive mansion; members of the police force and all employees of
the police commissioner for the City of Baltimore, and of the board
of police examiners of Baltimore City provided for by Article 4 of the
Code of Public Local Laws of Maryland (1949 Edition), title "City of
Baltimore", sub-title "Police Commissioner", Sections 868 to 968,
both inclusive, and any amendments thereto, it being intended that
said sections, and any amendments thereto, shall remain in effect
independently of this article; all positions in State offices, boards,
commissions, departments and institutions, which the Commissioner
may determine, with the approval of the Governor, require medical,
engineering, scientific, educational or expert training and qualifica-
tions; registrars and librarians on the staffs of the State teachers'
colleges, St. Mary's Female Seminary, Morgan State College and
University of Maryland and the business manager at Morgan State
College; and all positions the annual salary for which does not exceed
the sum of six hundred and fifty dollars ($650) per annum, or where
the incumbent is employed on a part-time basis.

ARTICLE 66½

5. The Department shall be under the control of a civil executive
officer to be known as the "Commissioner of Motor Vehicles." [The]
Subject to the provisions of Article 64A of this Code, the Governor
shall appoint [by and with the consent of the Senate] a competent
person, who shall have been a registered voter in the State of Mary-
land for three consecutive years next preceding the date of his ap-
pointment and who shall be known as the "Commissioner of Motor
Vehicles," and shall devote his time to the duties of such office. [Said
Commissioner shall be subject to removal by the Governor for of-
ficial misconduct or incompetency as in the case of other civil officers.
Said Commissioner shall be appointed for four years, and the term
of his office shall commence on the first Monday of May next ensuing
his appointment. Provided, that the term of the Commissioner ap-
pointed as of the first Monday in May, 1949, shall expire on the first
Monday in May, 1951; and thereafter the terms shall be for four
years, as provided hereinabove in this section. He shall hold office
until his successor is appointed and qualified.] Following the ap-
pointment of the Commissioner, he shall hold his position subject
generally to the provisions of said Article 64A.
Said Commissioner
of Motor Vehicles shall receive such salary as shall be provided for
in the State budget. He shall be required to give bond in the sum of
twenty thousand dollars ($20,000) or such additional sum as the
Governor may require, for the faithful performance of his duties.
