Sec. 2. And be it further enacted, That on June 1, 1961, the then
incumbent in the office of Commissioner of Motor Vehicles, provided
he then has held the office for a period of not less than the preceding
six months, is a member of the classified service of this State, and
from and after that date, he is subject generally to the rights, duties,
privileges and responsibilities provided for merit system employees
in Article 64A of the Annotated Code of Maryland, title "Merit
System". The then Commissioner becomes a merit system employee
at that time without further appointment by the Governor and with-
out the necessity for any qualifying examination or other test of
fitness.
Sec. 3. And be it further enacted, That all laws and parts of laws
and all regulations and parts of regulations promulgated and adopted
by any department or agency of the government of this State, which
are inconsistent with the provisions of this Act, are repealed to the
extent of any such inconsistency.
Sec. 4. And be it further enacted. That this Act shall take effect
on June 1, 1961.

CHAPTER 592
(House Bill 40)
AN ACT to repeal and re-enact, with amendments, Section 268 of
Article 77 of the Annotated Code of Maryland (1957 Edition),
title "Public Education", sub-title "Chapter 27. Free Scholarships",
amending the laws concerning the granting of certain scholarships
at the University of Maryland and at its State College at Princess
Anne, in order to clarify the language thereof and to remove an
obsolete reference therefrom.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 268 of Article 77 of the Annotated Code of Maryland
(1957 Edition), title "Public Education", sub-title "Chapter 27. Free
Scholarships", be and the same is hereby repealed and re-enacted,
with amendments, to read as follows:
268.
The University of Maryland shall educate in its undergraduate
departments at College Park, free of charge for tuition, three
students from each legislative district in Baltimore City and three
from each county of the State; and these students shall be appointed
by the State Senators of the respective legislative districts and
counties. Undergraduate students in the School of Pharmacy, the
