license or fee shall be the only license or tax required for the owner-
ship or keeping of said dog or dogs. Such license shall be issued on
a form prepared and supplied by the county commissioners. Such
license shall be dated and numbered, and shall contain a description
of the dog licensed. All licenses shall be void upon the first day of
July of the following year. The county commissioners shall also fur-
nish, and the county treasurer, or tax collecting officer issuing the
license, shall issue, with each license, a metal tag. Such tag shall be
affixed to a substantial collar. The collar shall be furnished by the
owner, and with the tag attached shall at all times be kept on the dog
for which the license is issued, except when confined in the kennel or
when hunting in charge of an attendant.

(h) In Howard County the fee for each male dog and each spayed
female dog is $1.50, and the fee for each unspayed female dog is
$2.50.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

(House Bill 952)
AN ACT to repeal and re-enact, with amendments, Section 311 of
Article 27 of the Annotated Code of Maryland (1957 Edition),
title "Crimes and Punishments", sub-title "Health—Dangerous
Drugs", relating to the advertisement of certain dangerous drugs
and to exempt certain drugs from requirement of dispensing only
by a prescription.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 311 of Article 27 of the Annotated Code of Maryland
(1957 Edition), title "Crimes and Punishments", sub-title "Health—
Dangerous Drugs", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
311. (a) The provisions of this subtitle shall apply to the sale by
any manufacturer, wholesale druggist, retail pharmacist, or jobber
of dangerous drugs, to any person, firm, corporation, association
other than those legally qualified and authorized to purchase and hold
same for use or resale, and to any practitioner's assistant who is not
legally licensed to administer dangerous drugs.
(b) No pharmacist or pharmacy shall be permitted to advertise
through any media other than a professional or trade publication any
dangerous drug by either its "trade name" or by its generic or formu-
lary name.
(c) The provisions of this sub-title shall not apply to the sale or
offering for sale, or distribution of drugs, devices or supplies of any
kind whatsoever for the treatment, care or cure of farm animals,
