equipment necessary therefor, and shall make a detailed study of
the costs thereof and obtain such other data as in the opinion of said
Commission is required to properly carry out the duties hereby
assigned to the Commission under the provisions hereof, and shall
from time to time make recommendations concerning the same to the
County Commissioners of Wicomico County and the Board of Edu-
cation of Wicomico County, which recommendations said joint
Boards shall consider, but which shall be advisory only and shall
not bind said Boards in any action which they may take. In the
event of a vacancy of the Commission by death, resignation, or other-
wise, such vacancy shall be filled by the Board or Boards, and in
the manner, by which the member of the Board whose vacancy is
being filled was originally selected.

Sec. 8. And be it further enacted, That the various provisions of
this Act shall be regarded as separate and severable, and should any
section, sentence, clause, or provision thereof be held invalid or un-
constitutional for any reason, the validity of the remaining parts
hereof shall not be affected thereby.

Sec. 9. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and welfare, and having been passed by a
yea and nay vote, supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 3
(House Bill 30)

AN ACT to add a new Section 33 (a-1) to Article 66½ of the Anno-
tated Code of Maryland (1957 Edition and 1960 Supplement), title
"Administration—Registration—Titling", to follow immediately
after Section 33 (a) thereof, providing that the Police Department
of Baltimore City shall act as the agent of the Commissioner of
Motor Vehicles in the registration of Class A passenger or pleasure
type motor vehicles following the provisions of said Section 33.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 33 (a-1) be and it is hereby added to Article
66½ of the Annotated Code of Maryland (1957 Edition and 1960
Supplement), title "Administration—Registration—Titling", to fol-
low immediately after Section 33 (a) thereof, and to read as follows:

33. (a-1) The Police Department of Baltimore City shall also act
as the agent of the Commissioner of Motor Vehicles in the regista-
