in Maryland, providing for the duties and powers of the Board, and
relating to agriculture in the State.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 47A be and it is hereby added to Article 66C of the
Annotated Code of Maryland (1957 Edition), title "Natural Re-
sources", sub-title "Agriculture", sub-heading "In General", to follow
immediately after Section 47 thereof, and to read as follows:
(a) It is the intent of the General Assembly in the enactment of
this section to provide for Maryland agriculture a broadened repre-
sentation in policy determinations with regard to agricultural mat-
ters in the State.
(b) For this purpose there is created the Agricultural Advisory
Board of Maryland, which has the duty of formulating and making
proposals for the advancement of Maryland agriculture, and of BY
serving as an advisory body to the State Board of Agriculture on
matters pertaining to agriculture.
(c) The Board shall consist of mm TEN persons, to be NINE OF
WHOM SHALL BE appointed by the Governor of Maryland for
terms of three years. Five members of the Board shall be active bona
fide farmers, one of whom resides in each of the following regions
of the State: (1) Lower Eastern Shore, which consists of Dorchester,
Somerset, Wicomico and Worcester Counties; (2) Upper Eastern
Shore which consists of Caroline, Cecil, Kent, Queen Anne's and
Talbot Counties; (3) Central Maryland, which consists of Baltimore,
Carroll, Harford, Howard, and Montgomery Counties; (4) Western
Maryland, which consists of Allegany, Frederick, Garrett and Wash-
ington Counties; and (5) Southern Maryland, which consists of Anne
Arundel, Calvert, Charles, Prince George's and St. Mary's Counties.
Two members of the Board shall be active bona fide farmers and shall
represent the State at large; and the remaining two members shall
represent business or services directly related to agriculture. Of the
NINE members first appointed to the Board, three shall serve for one
year; three for two years; and three for three years; and thereafter
all terms shall be for a period of three years. No person shall serve
for more than two full three-year terms. THE TENTH MEMBER
OF THE BOARD SHALL BE AN EX-OFFICIO MEMBER, WHO
SHALL BE DESIGNATED BY THE STATE BOARD OF AGRI-
CULTURE, AND WHO SHALL HAVE ALL THE RIGHTS AND
PRIVILEGES OF THE OTHER MEMBERS OF THE BOARD, EX-
CEPT THAT HE SHALL NOT HAVE THE RIGHT TO VOTE.
(d) The Chairman of the Board shall be selected by the members
from among their numbers NUMBER. The Board shall also appoint
a Secretary, and such other clerks and clerical help, with the salaries
provided in the budget. The Board shall meet at the call of the Chair-
man, but is required to meet at least four times annually. The mem-
bers of the Board shall receive no salary as members, but are SHALL
BE reimbursed for reasonable expenses incurred in attending meet-
ings and other business of the Board.
(e) The ADVISORY Board shall submit its recommendations in
writing, to the State Board of Agriculture, through its executive
