Section 8, to said Chapter 733 of the Acts of 1953, to correct
certain statutory references in said Act; establishing and clari-
fying the procedure for defining and creating drainage areas
within Anne Arundel County; providing for the levy of county-
wide taxes to make up any deficiency in interest as well as princi-
pal payments on bonds issued under said Act; providing for
the levy of ad valorem taxes within the drainage areas estab-
lished pursuant to such Act as a source of making interest and
principal payments on bonds issued pursuant to the authority
of said Act.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1, 2, 4 and 5 of Chapter 733 of the Acts of 1953 be
and they are hereby repealed and re-enacted, with amendments,
and a new Section 8A, to follow immediately after Section 8, be
and it is hereby added to Chapter 733 of the Acts of 1953, to read
as follows:

1.   That the Board of County Commissioners of Anne Arundel
County is hereby authorized, when in its judgment it is deemed
expedient or necessary, to plan, design, construct, maintain and
operate a system for the control and disposition of surface waters,
including storm water drainage, within the limits of Anne Arundel
County, and for such purpose, the Board of County Commissioners
of Anne Arundel County shall use and exercise all of the power
and authority heretofore given to it by law for the construction
and maintenance of its roads, ways, alleys, curbs, sidewalks and
gutters. In addition to the powers heretofore conferred and herein
expressly referred to, the Board of County Commissioners of Anne
Arundel County shall have the power of condemnation, which
power is hereby expressly granted, said power to be used by the
Board of County Commissioners of Anne Arundel County if and
when necessary, for the furtherance of the purposes of this Act. In
the condemnation of property authorized by this section of this Act,
the Board of County Commissioners of Anne Arundel County shall
proceed in the manner as [now] provided by Article 33A of the
Annotated Code of Maryland [(1951 Edition).] (1957 Edition), as
amended from time to time.

2.   That the Board of County Commissioners of Anne Arundel
County may prepare, as soon as it deems it expedient, such plan or
plans as in its judgment is necessary or required, for the control
and disposition of surface waters within the limits, or any part of,
Anne Arundel County, and shall thereupon divide said County, or
any part thereof, into SEPARATE drainage areas which shall be
determined, as near as may be, topography or by the natural flow
of surface waters., AND EACH SEPARATE DRAINAGE AREA
SHALL COMPRISE, AS NEAR AS MAY BE, ALL LAND FROM
WHICH SURFACE OR STORM WATER DRAINS, BY GRAVITY,
ALONG A STREAM OR A NATURAL WATER COURSE TO ITS
NEAREST MAJOR OUTLET TO TIDEWATER. Such division of
Anne Arundel County, or any part thereof, into
SUCH drainage areas
shall be effected by a resolution adopted by the Board of County Com-
missioners of Anne Arundel County,
AFTER HEARING, DULY
HELD NOT LESS THAN TEN (10) DAYS AFTER NOTICE
THEREOF, PUBLISHED IN A NEWSPAPER HAVING GEN-
ERAL CIRCULATION IN THE DRAINAGE AREA TO BE CRE-
