ATED, which resolution shall contain a definite description of the
boundaries of such drainage area or areas and shall identify each
such drainage area by a distinctive name. After the passage of such
resolution, the Board of County Commissioners shall cause a plat
of the drainage area or areas to be prepared, one copy of which
plat shall be filed with the Clerk to the Board of County Commis-
sioners of Anne Arundel County and one shall be indexed and filed
among the land records of Anne Arundel County. Upon the filing of
said plat, any such drainage area shown on said plat shall be, and
the same is hereby designated and constituted for the purpose of
this Act to be a separate drainage area and a taxing district for the
purpose of imposing the taxes authorized by Section 8A of this
Act, and the filing of said plat shall constitute legal notice to the
public of such action of the Board of County Commissioners of Anne
Arundel County.
4. That if, after holding the hearing as more specifically pro-
vided for in Section 3 of this Act, the Board of County Commis-
sioners of Anne Arundel County shall determine that the public
health, welfare and safety requires the construction of the storm
water or surface water drainage system, or any modification thereof,
which was the subject of the said hearing, the Board shall thereupon
proceed with such construction. Proposals for the said construction
shall first be advertised in two newspapers published in Anne Arun-
del County having general circulation therein once a week for two
successive weeks, such advertisement specifying the date by which
the proposals must be submitted, which date must be one on which
the Board of County Commissioners of Anne Arundel County regu-
larly meets. The contract for constructing the storm water or
surface water drainage system shall be awarded by the Board of
County Commissioners of Anne Arundel County, upon the proposals
thus submitted in the manner provided by Section [2573 9—61 of
the Code of Public Local Laws of Anne Arundel County [.] (1957
Edition).
5. That for the purpose of providing funds for meeting the ex-
penses of the Board of County Commissioners of Anne Arundel
County for designing and construction, purchase or acquisition of
the storm water or surface water systems provided for by this Act,
the Commissioners shall, from time to time, as they deem necessary,
issue bonds upon the full faith and credit of Anne Arundel County.
Except as hereinafter provided said Commissioners shall offer such
bonds only by solicitation or competitive bids therefor at public sale,
which offering, except as herein otherwise provided, shall be made
in accordance with the provisions of Section [33] 10 of Article 31 of
the [Code of Public General Laws of Maryland (1951 Edition).]
Annotated Code of Maryland (1957 Edition). The Board of County
Commissioners of Anne Arundel County shall, by ordinance or
resolution, fix the terms and conditions of the public sale or sales
of such bonds and said ordinance or resolution shall adopt suitable
forms of notice of such sale or sales which shall briefly outline the
terms and conditions thereof in accordance with the provisions of
this Act. In lieu of publishing said entire notice of sale, in any
instance, said Board of County Commissioners may, if it so elects,
in any such ordinance or resolution provide for the publication of
a brief summary of any such notice which need not contain all or
any of the information called for by said Section [33] 10 of
