411F. The County Commissioners, or their duly designated agen-
cies, are authorized to acquire lands for the purposes enumerated
in this sub-title outside of the area of the Patuxent River Watershed
Plan, if the County Commissioners, or their duly designated agencies,
find, within the exercise of their discretion that such acquisitions
are necessary to preserve any portion of the Patuxent River Water-
shed Plan in their respective counties. The County Commissioners,
or their duly designated agencies, are authorized to expend any funds
which under the provisions of this sub-title are authorized to be
expended for the purposes enumerated herein for the purchase of
lands authorized by their section to be acquired by the County Com-
missioners, or their duly designated agencies, outside of the area
of the Patuxent River Watershed Plan.

411G. Lands acquired under this sub-title, title to which shall
become vested in the county in which said lands lie, or the duly
designated agency of said county, shall be held by the county, or its
duly designated agency, for the general benefit of the citizens and
residents of the State of Maryland and of the said county. Title to
such lands shall not be conveyed out of the county, or its duly desig-
nated agency, nor shall the use thereof be extinguished without the
consent and approval of the Department of Forests and Parks.
NOTHING CONTAINED HEREIN SHALL BE CONSTRUED TO
AFFECT THE POWER OF THE DEPARTMENT OF FORESTS
AND PARKS UNDER SECTION 372 OF ARTICLE 66C OF THIS
CODE, AS AMENDED FROM TIME TO TIME, TO ACQUIRE
PROPERTY BY THE EXERCISE OF THE POWER OF CON-
DEMNATION, OR TO AFFECT THE POWER OF THE DEPART-
MENT UNDER SECTION 345 OF SAID ARTICLE 66C TO PUR-
CHASE PROPERTY OR TO ACCEPT GIFTS OF PROPERTY.

411H. Nothing in this sub-title shall be deemed to limit or restrict
the police power of the State of Maryland or of the counties in which
any lands acquired hereunder are located.

411-I. All lands or properties acquired hereunder shall be exempt
from State, county and municipal taxes, general or special.

411J. The County Commissioners, or their duly designated agen-
cies, have the power (1) to lease for a term not exceeding twenty
(20) years and to renew any such lease, from time to time, for
additional terms, not exceeding twenty (20) years each, to any
responsible individual, firm, partnership, association or corporation,
any portion of the lands acquired for the purposes enumerated in
the provisions of this sub-title, and/or (2) to grant privileges, per-
mits, and/or concessions, and/or enter into contracts relating to the
same, with any responsible individual, firm, partnership, association
or corporation, to engage in any business or enterprise on lands
acquired for the purposes enumerated within this sub-title; or on
such terms and conditions as the County Commissioners, or their
duly designated agencies, in the exercise of their discretion, may
deem advantageous to the development of the Patuxent River Water-
shed Plan. The purpose for which any such property is leased, and/or
the privileges, permits, and/or concessions are granted, shall not be
inconsistent with the use of the property as recommended by the
Patuxent River Watershed Plan. Any lease and/or contract exe-
