include, among other things, such items as (1) the location of lands
which are to be acquired, either in fee or by easement, for the pur-
poses of this sub-title; (2) the public uses proposed to be made of
said lands for the purposes of this sub-title including, but not lim-
ited to, the location, arrangement, character, and extent of road-
ways, waterways, waterfronts, beaches, docks and wharves, parks,
forest preserves, public recreational areas, wildlife refuges, natural
scenery and open spaces.

411C. The County Commissioners, or their duly designated agen-
cies, may, from time to time, adopt a part or parts of the said
Patuxent River Watershed Plan in their respective counties, any
such part to cover one or more sections of the Patuxent River Water-
shed within their respective counties or one or more of the afore-
said or other functional subjects-matter to be included in the plan.
Before adopting the plan or any part thereof or any extension or
amendment thereof or addition thereto, the County Commissioners,
or their duly designated agency, shall hold at least one public hear-
ing thereon, thirty (SO) days notice of the time and place of which
shall be given by one publication in a newspaper or newspapers of
general circulation in the county or counties affected thereby. The
adoption of the plan or any part thereof or amendment, or exten-
sion or addition thereto shall be by resolution of the County Com-
missioners, or their duly designated agency, carried by the affirma-
tive votes of not less than a majority of the County Commissioners,
or their duly designated agency. The resolution shall refer expressly
to the maps and descriptive and other matter intended by the County
Commissioners, or their duly designated agency, to form the whole
or part of the plan, and the action taken shall be recorded on the
map, plan, or descriptive matter by the identifying signatures of
the President or Chairman and the Secretary. An attested copy of
the plan or any part thereof or any amendment or extension or
addition thereto shall be certified by the respective County Commis-
sioners, or their duly designated agency, to and filed with the Clerk
of the Circuit Court for the county affected thereby.

411D. For the purpose of carrying out the recommendations
shown on the Patuxent River Watershed Plan, or any part thereof,
each county, through its County Commissioners or duly designated
agency, acting in cooperation with the Department of Forests and
Parks, as hereinafter provided for, has the power to acquire land
or other property, either in fee or by easement, located within the
area of said county shown, and for the public purposes delineated,
on said Plan, by means of donations, purchases or condemnation.
The respective County Commissioners, or their duly designated
agencies, have the power to improve and develop land or other prop-
erty so acquired by it for said purposes and have control of the
maintenance and operation thereof.

411E. For the purpose of financing or assisting in the financing
of the acquisition of land or other property for the purposes shown
on the Patuxent River Watershed Plan, or for the improvement or
development of the same, the County Commissioners, or their duly
designated agencies, may receive and expend any contributions, dona-
tions or appropriations which may be made for such purposes or
any of them by the United States or by the State of Maryland or by
any other political community or by any private person.
