Edition), title "Natural Resources", to follow immediately after
Section 411 thereof and to be under the new sub-title "Patuxent
River Watershed", and to read as follows:

Patuxent River Watershed

411 A. (a) The Board of County Commissioners or the County
Council of the Counties of Howard, Montgomery, Prince George's,
Anne Arundel, Calvert, Charles and St. Mary's, or the duly desig-
nated agencies of the said Boards of County Commissioners or
County Councils, shall have jurisdiction, power, and authority to
define and create the Patuxent River Watershed in their respective
counties, each acting cooperatively with the others and with The
Department of Forests and Parks, for the purpose of protecting
said watershed by a program of flood prevention, conservation, the
protection of areas therein subject to sediment or erosion damages,
and to prevent encroachment therein by the rapid growth and spread
of urban development, and to cooperate with local, county, State and
Federal agencies; and it is hereby declared that such flood preven-
tion, conservation, sediment or erosion protection, and the preven-
tion of urban development within said watershed is a public benefit
and conducive to the public health, safety and welfare.

(b)  As used in this sub-title the term "County Commissioners"
shall mean the County Commissioners of the County in which a
portion of the Patuxent River Watershed is located and such term
shall include and be interchangeable with "County Council" in any
chartered county affected hereby.

(c)  As used in this sub-title the term "duly designated agencies"
shall mean any public body corporate, whether exercising local or
regional authority in either or any of the aforementioned counties,
which shall be officially designated by either or any of said counties
to carry out the programs and purposes of this sub-title within either
or any of the said counties. Provided, however, that in so far as
the provisions of this sub-title shall pertain to Montgomery and
Prince George's Counties, The Maryland-National Capital Park and
Planning Commission shall be the duly designated agency of the said
counties to carry out the provisions of this sub-title. The Maryland-
National Capital Park and Planning Commission shall have and
exercise the authority granted by the provisions of this sub-title to
the County Commissioners, or their duly designated agencies, in so
far as it pertains to the adoption of the Patuxent River Watershed
Plan, the acquisition, improvement, maintenance and operation of
lands and other property for the purposes enumerated in this sub-
title, the promulgation of rules and regulations affecting said lands
and property and all leasing, contracting and permit authority
granted hereunder, in addition to the powers and authority set forth
in Chapter 780 of the Laws of 1959, as amended.

411B. The County Commissioners of each of the aforementioned
counties, or their duly designated agencies, are authorized and em-
powered to make and adopt and, from time to time, amend, extend
or add to, a Patuxent River Watershed Plan, said Plan to bear the
approval of the Department of Forests and Parks. The Plan, includ-
ing maps, plats, charts and descriptive matter, shall show the respec-
tive County Commissioners', or their duly designated agencies',
recommendations for the protection of the Watershed, which may
