defray the cost of independent planning by the Board of Health. If
federal grants are available for these purposes, both the Board of
Health and the local governments are authorized to enter into joint
financing agreements. The counties and municipalities of the State
are hereby authorized to appropriate general funds to participate in
the program authorized by this section.
(b) Any county or municipality may petition the State Depart-
ment of Health for a State grant to assist the construction of the
basic main facilities of a sewerage system for the collection of sew-
age and industrial wastes from lateral or collector sewers. The
petition must show and the Department must find (1) that the con-
struction of the proposed facilities are necessary for the protection
of public health and (2) that the county, municipality, or a duly au-
thorized agency, is not able to finance the construction of said fa-
cilities by the reasonable use of normal financing methods such as
the ad valorem tax, front foot benefit assessments, service charges,
connection charges, and available State and Federal assistance. In
the event the Department finds the aforegoing facts exist, then it
may approve a state grant from the Sanitary Facilities Construction
Fund in an amount no greater than the local funds appropriated for
said construction. The counties and municipalities of the State are
hereby authorized to appropriate general funds to participate in the
program authorized by this section. In the event a special govern-
mental agency is charged with providing sanitary facilities within a
county or municipality, such local general funds may be made avail-
able to such agency for the purposes authorized by this section.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

AN ACT to add new Sections 284A, 284B, 284C and 284D to Article
77 of the Annotated Code of Maryland (1957 Edition and 1960
Supplement), title "Public Education", to follow immediately after
Section 284 thereof and to be under the new sub-title "Chapter
27A. State Scholarship Board", to create and to prescribe the
composition and functions of a State Scholarship Board, to author-
ize this Board to administer a Federal Scholarship Program when
and if available and to implement the same by rules and regula-
tions; to provide an additional state scholarship program and to
prescribe the manner in which this program shall be administered
by the Board; and relating generally to the State Scholarship Board
and to the terms, conditions and award of scholarships in this
State.
