Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 284A, 284B, 284C and 284D be and they are hereby
added to Article 77 of the Annotated Code of Maryland (1957 Edition
and 1960 Supplement), title "Public Education" to follow immediately
after Section 284 thereof and to be under the new sub-title "Chapter
27A. State Scholarship Board", and to read as follows:

Chapter 27A. State Scholarship Board
284A.

(a)    There is established the State Scholarship Board, consisting
of seven persons to be appointed by the Governor. The membership
of the Board shall consist of one President of a State college or uni-
versity, or his nominee; one President of a private college or univer-
sity, or his nominee; one representative of the public high schools
located in the State; and four citizens of the State chosen for their
interest in higher education, but not employed by, professionally
affiliated with, or members of the governing boards of, any insti-
tutions of higher learning located in the State. The Governor shall
designate one member as chairman. Each member of the Board shall
serve without compensation, but shall be reimbursed for expenses
necessarily incurred in performing his duties under this sub-title.

(b)    The term of office of each member is six years from July 1
of the year of appointment and until his successor is appointed and
qualified, except that among the members first appointed, two shall
be appointed for terms of two years, and two shall be appointed for
terms of four years, and until their successors are appointed and
qualified. If a member's tenure of office is terminated for any reason
before his term has expired, the Governor shall fill the vacancy by
the appointment of a person who has the same representative status
as the person whose term has been so terminated, and the new ap-
pointee shall hold office only for the remainder of such term and
until his successor is appointed and qualified.

(c)    The Board shall employ a qualified person as the Executive
Director of the Board, and such other employees as may be necessary
to effectuate the purposes of this sub-title. The salaries of such em-
ployees and the administrative expenses of the Board shall be as
provided in the annual budget.

(d)    The Board shall meet at least once in each fiscal year, and
may meet at such other times as the Chairman may designate.

284B.

The Board, in accordance with the provisions of this sub-title, shall
administer the scholarship programs established in this sub-title;
issue public information concerning the provisions of this sub-title;
prescribe the form and regulate the submission of applications for
such scholarships; conduct conferences and interviews with appli-
cants which may be appropriate in considering the eligibility of ap-
plicants; provide for and conduct, or cause to be conducted, examina-
tions of applicants. The Board shall provide for the selection of the
best qualified applicants and award the scholarships as provided
hereinbelow. The Board is authorized to make all necessary and
proper rules, not inconsistent with this sub-title, for the administra-
tion of this sub-title.
