Section 1. Be it enacted by the General Assembly of Maryland,
That Section 209 (a) of Article 66½ of the Annotated Code of
Maryland (1957 Edition), title "Motor Vehicles", sub-title "Opera-
tion of Vehicles upon Highways", be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

209 (a)

Speed and exercise of care in general.—No person shall operate a
vehicle, streetcar or trackless trolley, as defined in this article, over
any public highway of the State recklessly, [or at a rate of speed
greater than is reasonable and proper,] having regard to the width,
traffic and use of the highway, or so as to endanger the property and
life or limb of any person or without due regard to wear upon the
said highway so as not to damage, unnecessarily or unreasonably
the same.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

Approved April 24, 1961.

(Senate Bill 277)

AN ACT to add a new Section 23A to the Code of Public Local Laws
of Wicomico County (1959 Edition), being Article 23 of the Code
of Public Local Laws of Maryland, title "Wicomico County", sub-
title "County Commissioners", to follow immediately after Section
23 thereof, authorizing the County Commissioners of Wicomico
County to adopt and promulgate and from time to time to amend,
revise, rescind or change rules and regulations governing the use
of all public harbors in said Wicomico County and relating to the
employment of the harbormaster and to provide penalties for the
violation thereof.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 23A be and it is hereby added to the Code of Public
Local Laws of Wicomico County (1959 Edition), being Article 23 of
the Code of Public Local Laws of Maryland, title "Wicomico County",
sub-title "County Commissioners", to follow immediately after
Section 23 thereof, and to read as follows:

23A. The County Commissioners of Wicomico County are au-
thorized to adopt and promulgate by resolution or ordinance, rules
and regulations governing the use of all public harbors located on the
navigable waters in said county, and owned by said County Commis-
sioners, and from time to time to amend, revise, rescind or change
said rules and regulations; to provide for the appointing and em-
ployment of a harbormaster and other employees to enforce and
administer such regulations so adopted and to provide penalties for
the violation thereof.
